1) Plain view doctrine (as already mentioned). 2) Evidence found incident to a legal search is admissible, i.e. a) Searching for gun per warrant, find drugs in drawer, admissible. b) Searching for stolen piano per warrant, find drugs in drawer, not admissible. Not reasonable to look in a drawer for a piano. 3) F*ck the supposed "law"; if I see child abuse taking place, I will call the police or social services. Anonymously if that's what it takes. Besides, the census is federal. What does that have to do with enforcing state laws? 4) A ticket seems the least painful of several possible scenarios: impound car, arrest driver, give ticket. I'd say the officer exercised reasonable discretion, neither ignoring nor overreacting. Didn't they say the truck driver had a warrant? That's a court order to arrest.
